History, Vision, and Mission of Clinch-Powell RC&D

Organization

The RC&D is a 501(C)(3) organization tax exempt under the IRS Code. It is a nonprofit corporation chartered by the State of Tennessee.

History

The Clinch-Powell RC&D Council is a rural community development organization based on sound utilization of natural and human resources serving Claiborne, Grainger, Hancock, Hawkins and Union counties. It was officially authorized by the U.S. Secretary of Agriculture, Clayton Yeutter, on February 6, 1990. The RC&D program is authorized by Public Law 97-98 and is administered by the USDA Natural Resources Conservation Service.

In October of 1988, the Clinch-Powell RC&D Ad Hoc committee was formed to make an application for an authorized R&CD area. The committee and RC&D effort were an outgrowth of the Governor's Bi-State Task Force on the Clinch and Powell rivers. Common needs and problems were discovered in the geographically and economically similar region of the Clinch and Powell rivers. RC&D was identified as an excellent vehicle to address these similar issues on a regional basis.
