Welcome to the Clinch-Powell Resource Conservation and Development (RC&D) Council! We are a rural community development organization serving East Tennessee with emphasis in Claiborne, Grainger, Hancock, Hawkins, Union, Hamblen, & Jefferson counties. Our mission is to serve the needs of our communities, to protect our environment, and to enhance the quality of life of the people of the area through leadership, education, volunteerism, and action. The RC&D is a 501(c)(3) nonprofit organization.

Clinch-Powell RC&D has been actively working in our community since 1989. As a community housing development organization we work with families to meet their affordable housing needs. As a community development organization we help community based agencies grow their capacity and provide small businesses with affordable capital needs. As a conservation organization we work with farmers to protect their way of life. We help students in our area by providing service-learning experiences through our Appalachia CARES AmeriCorps program. We have played a leading role in regional heritage and tourism efforts, and we have fostered programs to develop leadership skills in local residents.

The Clinch-Powell RC&D is located in Rutledge Tennessee, with additional offices in Sneedville and Greeneville, Tennessee.
